Bylaws

The internal rules that govern how a homeowners association operates. Bylaws typically address board composition, officer duties, meeting procedures, election rules, quorum requirements, and amendment processes. They are subordinate to the declaration (CC&Rs) and state law but take precedence over board-adopted rules and regulations.

Common Misunderstanding

Bylaws are not the same as CC&Rs. Bylaws govern the association itself, while CC&Rs govern the use of property.
