At least 4 days. Civil Code §4920 requires that notice of a regular board meeting, with the agenda, reach members at least 4 days before the meeting. The 2-day notice option applies only to a board meeting held solely in executive session — a special open meeting still needs the full 4 days.

When must HOA board meeting minutes be available to members?

Within 30 days of the meeting. Civil Code §4950 requires the minutes (or a draft summary) of an open board meeting to be made available to members within 30 days.

How far in advance must HOA election ballots be distributed?
